MAY 5, 2016
MINUTES
The regular monthly meeting for May 5, 2016 of the City Council of Tallulah Falls, Georgia was called to order at 6:00 0’clock p.m. by Mayor Hayes.
PRESENT WERE:

A Motion was made by Councilperson Goatcher to accept the minutes of the April 7, 2016 meeting. The Motion was seconded by Councilperson Dobbs and passed unanimously.

Chief Goatcher stated we could get a good deal on a camera for the patrol car through Patrol Upfitters who took it as a trade from the City of Demorest. The Custom Signals camera, which is still under warranty, will cost $1,925, and it is a $3,500 camera. Further, the funds should be available through Habersham SPLOST VI.
Councilperson Coldren made the Motion authorizing Chief Goatcher to purchase the camera for the patrol car from Patrol Upfitters for a cost of approximately $1,925 using funds from Habersham SPLOST VI; seconded by Councilperson Dobbs and passed unanimously.
Chief Goatcher reiterated plans for a June clean-up week. The exact date has not been scheduled. Further, there will be expenses involved (dumpster rental plus debris/trash that is picked up and taken to the recycle center) and he is estimating approximately $750.
Councilperson Dobbs made the Motion authorizing approximately $750 to be spent for the clean-up week in June; seconded by Councilperson Coldren and passed unanimously.

Water Superintendent Goatcher stated that sometime in late summer the Town will participate in a water test, assisted by Habersham County, to see how well its emergency water valve works. First, Habersham County water officials will locate the water lines with GPS at no cost to the Town. Additional steps will be taken to prevent damage to the system. This will be just a test procedure to determine if the valve works in an emergency situation.
Councilperson Dobbs stated Bill Purvis will help the newly appointed Joey Fountain to his position on the Rabun County Water Authority, and thanked Purvis for his service on same.

Mayor’s Comments:
Mayor Hayes asked for an update from Mike Early on the website.
Mike stated the cost for a .Gov website will include a one-time fee of about $2,430 which will include setting up the hosting account and creating pages with a recurring annual fee of less than $280 to maintain the domain name and hosting account as well as any hourly cost to update the page.
Following a brief discussion, Councilperson Coldren made the Motion to accept the proposal as presented by Early; seconded by Councilperson Goatcher. The Motion passed unanimously.
Mayor Hayes announced that Saturday, May 21 , is Armed Forces Day and a veteran’s convoy will begin in Tallulah Falls at 10:00 a.m. and proceed north up U. S. 441 to Dillard. He asked that residents come out and honor/cheer the veterans as they pass.
Open Floor:
Mayor Hayes recognized Joy Purvis, representing the newly organized Garden Club, who stated the objective of the Club is to beautify the Town with perennial flowers, mulch and decorative rocks, etc. Purvis said the Club will accept donations of plants or money and they may have a fundraiser. Also, she asked if SPLOST funds were available and requested the Council consider including a donation of $1,000 in the 2016-2017 budget. McKean advised there were no SPLOST funds available for the Garden Club’s project.
Councilperson Dobbs made the Motion to consider this request during the budget workshop; Seconded by Councilperson Goatcher. The Motion passed unanimously.
