JULY 7, 2016

MINUTES

The regular monthly meeting for July 7, 2016 of the City Council of Tallulah Falls, Georgia was called to order at 6:00 0’clock p.m. by Mayor Hayes.

PRESENT WERE:

A Motion was made by Councilperson Goatcher to accept the minutes of the June 9, 2016 meeting. The Motion was seconded by Councilperson Coldren and passed unanimously.

Mayor Hayes recognized writer Cherie Faircloth who gave a brief overview of her 25-year experience in grant writing and marketing. Ms. Faircloth offered her services on a “voluntary” basis to write and submit articles regarding the historical preservation of Tallulah Falls. The Council responded favorably to the information and indicated possible contact in the future.

Attorney Report:

Allyn Stockton gave an update on Hickory Nut Mountain road ownership and Habersham radio SPLOST agreement.

Mr. Stockton stated until the Town of Tallulah Falls has a signed deed for the road ownership, it remains a private road. Currently, Tallulah Falls only has deeded ownership for the water system.

Mr. Stockton also stated Tallulah Falls legally owes nothing for the Habersham radio, or any subsequent upgrades, under the current intergovernmental SPLOST agreement.

Fire Report:

Captain Early stated the fire hose testing went well; however, there was a discovery that some of the hose should be taken out of service. The fire department is looking at options for replacement.

Police Report:

Chief Goatcher reported the town clean up went well and several loads of trash was taken to the dump. The Town made $209.00 on metal collected.

Chief Goatcher extended a special “Thank You” to the 12 young men from the Athens Y Camp Leadership Group who participated in the clean-up. Mayor Hayes and Chief Goatcher presented them with a plaque recognizing their community service.

Street Report:

Police Chief Bill Goatcher announced the Town received paperwork for the

2017 LMIG grant. A list of prioritized proposed work to be done will be developed for review.

Financial Report:

A Motion was made by Councilperson Goatcher to approve the amended 2015-2016 budget and adopt the 2016-2017 budget. The Motion was seconded by Councilperson Coldren and passed unanimously.

Public Safety Report:

Councilperson Bill Coldren had nothing to report but asked for an update on the Law Library for codification. An amount of $3,000 has been paid toward the invoice already but, to date, the ordinances have not been picked up.

Mayor’s Comments:

Mayor Hayes announced an increase in the annual business license fee from $25 to $50 effective January 1, 2017 for all current businesses and immediately for any new incoming business.

After discussing with auditors, the Council decided to give the Town of Tallulah Falls employees an end of year bonus as a token of appreciation for a job well done for going above and beyond their duties with limited resources. Also, approved a 5% raise for full time employees effective July 1, 2016.

Mayor Hayes announced the reappointment of employees as attached hereto and made a part hereof. (For attachments, contact Town Clerk) And, the Council has accepted the resignation of Marcia, effective December 31, 2016, as well as employed Patti Polk, who is in a 6-month trial, to take her place. We feel Patti will be an asset and look forward to working with her.

Mike Early stated the new tallulahfallsga.gov website is live. He would like suggestions for further development on content.

Open Floor:

Councilperson Bill Coldren remarked on how congested the entrance/exit area of Hickory Nut Mountain is with citizens putting in and taking out kayaks on the lake and asked for feedback on closing it. Police Chief Bill Goatcher made an immediate objection and explained this is where he and all others in our town put in. Also objecting was Barbara Rice. No Motion was made.

Councilperson Goatcher made the Motion to adjourn; seconded by Councilperson Coldren. The Motion passed unanimously.

The meeting adjourned at 7:15 p.m.
