MINUTES
The regular monthly meeting for April 7, 2016 of the City Council of Tallulah Falls, Georgia was called to order at 6:00 0’clock p.m. by Mayor Hayes.
PRESENT WERE:

A Motion was made by Councilperson Dobbs to accept the minutes of the March 9, 2016 meeting. The Motion was seconded by Councilperson Goatcher and passed unanimously.
Mayor Hayes recognized Eddie Michael who presented his request for building permits and his plans to build two (2) one bedroom efficiency rustic cabins (each measuring approximately 160 square feet) on four acres of land beside the trading post. Michael said there is an existing septic tank on the property and he is working with Habersham County Health Department to have same approved.
Councilperson Goatcher made the Motion approving building permits for Mr. Michael, contingent upon approval from Habersham County Health Department with reference to the septic tank; seconded by Councilperson Hamilton. The Motion passed unanimously.
Councilperson Dobbs reported that, basically, the Council needs to make the decision as to whether or not to renew the contract with Archway and become an active participate. Further, she has received confirmation from Mr. Peevy that Tallulah Falls School will contribute $1,500.00 to the renewal fee.
Following a lengthy discussion, Councilperson Goatcher made the Motion to renew the contract with Archway, for at least a year; seconded by Councilperson Dobbs. The Motion passed unanimously.
Attorney Report:
Allyn Stockton stated the Town will likely not be able to receive grant funds from Rabun and Habersham counties’ law libraries to help with codification of ordinances. However, he will continue trying to obtain funding. Codification is expected to cost approximately $8,950 through Municode.
Mr. Stockton presented to the Council, for approval, the ad for bids, bid proposal and lease with reference to the old Georgia Power building (a copy of each is attached hereto and made a part hereof).
Further, the Council agreed to place the ad, for sealed bids, in the Northeast Georgian and set the date for opening said bids for June 9, 2016 at the regular Council meeting.
Chief Goatcher stated resident Carl Seaman requested a lease, hold harmless agreement, from the Town for restrooms in a building he owns which is used during the weekly bluegrass opry on Saturday nights and/or special events. Seaman is requesting a payment of $1.00 per year.
Fire Report:
Mayor Hayes introduced the new Fire Chief Robbie McCutcheon to the Council and residents present.

Chief Goatcher said he is planning a CPR class, with an instructor from Rabun County, and it will be free to all residents, Tallulah Falls School employees and Georgia Power employees and retirees. Anyone interest should call Town Hall (706) 754-6040. When date and time has been scheduled, he will advise.
Police Report:

Chief Goatcher said that with the help of the Northeast Georgia Traffic Enforcement Team sometime in the summer he would like to have a DUI checkpoint. He said it has been about fifteen (15) years since the last road check. Also, he would like to have a BBQ for the volunteers who help, but we will discuss this at a later date.
Water Report:

Bill reported both water tanks have been cleaned, and Southern Tank Company did a fantastic job.
He also mentioned he is looking into replacing the pumps that pump up to Hickory Nut Mountain as the parts are obsolete, and he would get back to the Council with bids.

Street Report:
Goatcher said the town’s lawn mower is getting some age on it, and it may need to be replaced later this summer. Also, waiting for warmer weather to repair ‘potholes’.
Public Safety Report:
Councilperson Coldren said it looked like the volunteer fire department is heading in the right direction.
Mayor’s Comments:
Mayor Hayes said the Cornelia Community Center Parking Lot Ribbon Cutting is April 21, 2016 at 11 at the Cornelia Community Center and everyone is invited to attend.
Open Floor:
Mayor Hayes recognized Lee Mavroleon who read a poem he wrote titled “The Glenbrook Hotel at Tallulah Gorge”. The ruins are the only evidence of the hotel left from
Tallulah Falls’ grand era of being a tourist destination during the late 1800s and early 1900s.
Annah Hayes announced the Tallulah Falls Garden Club and Beautification Committee will meet at 7 0’clock p.m. Thursday at Town hall.
A brief discussion was held regarding the cleanliness of the community. Chief Goatcher reiterated a cleanup day will be sometime in June which will include a dumpster for residents use at no charge.
Mayor Hayes recognized Bill Purvis who has served on the Rabun County Water and Sewer Authority as the representative from Tallulah Falls. His term will be up at the end of June and he will not renew. A new representative will need to be appointed. Elected officials cannot serve and appointees must live in Rabun County but do not necessarily have to live in Tallulah Falls.
Mayor Hayes recognized Roy Benifield who is running for State Senate and Stacy Hall who is running for Habersham County Commission.
Councilperson Dobbs made the Motion to adjourn; seconded by Councilperson Hamilton. The Motion passed unanimously.
